Why This Matters

Does your building need certified fire safety staff?

Every designated building must have a certified fire safety organisation in place to hold a Fire Certificate: one Fire Safety Manager and at least three Fire Safety Officers. Not sure whether yours qualifies? Our Fire Certificate & OKK guide explains which buildings count.

The difference

Ready, not just certified.

Every provider teaches the same JBPM syllabus. What differs is whether your team remembers it, and acts on it.

  • Trained for what actually goes wrong. People hesitate in an emergency, and stop seeing the blocked exit on a normal day. We train for both, using real scenarios and repeated practice, so they still remember eighteen months later.
  • Thinking that transfers. Noticing when something is not right, asking one more question before signing off, deciding without waiting to be told. These habits do not stop at fire safety. Your team takes them back to their day job.
  • Practical AI, built into the work. Your people learn how to use AI for inspection logs, reports and correspondence. Less admin every week, more high value work.
  • Claims and paperwork, prepared. We prepare every HRD Corp document and walk your HR team through submission, then track renewals across your whole portfolio. One contact, start to finish.

Where you'll train

UTM Kuala Lumpur, in the heart of KL.

Classroom sessions and stay at UTM Kuala Lumpur, with the final day's live practical training at a BOMBA (Fire and Rescue Department of Malaysia) facility.

  • Proper training halls. Bright and quiet, with room to move for scenario work.
  • Comfortable rooms and meals. Proper beds and good food, so nobody is worn out by day three.
  • A mall attached. Restaurants, cafés and everything they forgot to pack, all downstairs.
  • Easy to reach. Central, well connected, with ample parking on site.
  • Things to do after class. Pool, bowling, karaoke and a gaming zone on site.

End-to-end support

Otti helps you build your OKK pathway.

An OKK (Organisasi Keselamatan Kebakaran) is your building's in-house Fire Safety Organisation: one certified Fire Safety Manager and at least three Fire Safety Officers. Every designated building needs one to hold its Fire Certificate, and from 1 April 2027 JBPM will check for it at audit. Training is one part of setting it up. FAQ

Questions building owners ask us.

Is registration open?
Yes. Registration is open now. Our next Fire Safety Officer intake runs 26–29 October 2026, with further intakes on 16–19 November and 14–17 December. Our Fire Safety Manager intake runs 2–6 November 2026, the only FSM cohort scheduled this year.
How long are the FSM and FSO courses?
The Fire Safety Manager course runs 5 days and the Fire Safety Officer course runs 4 days. In both cases the classroom days are held at UTM Kuala Lumpur and the final day is practical training at a Bomba training facility. Durations are set by JBPM and may change if JBPM revises its requirements.
Are the courses online or in person?
In person only. Every course includes practical training at a facility approved by the Fire and Rescue Department Malaysia (JBPM). There is no online option, and any provider offering one is not delivering the certification you need.
Who needs to be certified?
Every designated premises needs a Fire Safety Organisation to hold a Fire Certificate: one certified Fire Safety Manager and at least three certified Fire Safety Officers. Our Fire Certificate and OKK guide explains which buildings count as designated premises.
What are the eligibility requirements?
Eligibility is set by JBPM and differs between the two roles. In short, FSM applicants need a relevant degree or diploma with experience, a DKM, or senior fire service experience. FSO applicants need at least SPM. Full criteria are on our eligibility page.
Is it HRD Corp claimable?
Yes. Otti is an HRD Corp registered training provider (Reg. No. 201901042027 / 1351357-T). The employer submits the claim; we prepare every document and walk your HR team through submission so it goes through cleanly.
Can one person cover several of our buildings?
No. An FSM or FSO is appointed to a specific premises and is responsible for that premises only. They cannot serve multiple premises at once, so each designated building needs its own one-plus-three. If you manage several buildings, we schedule cohorts across your portfolio and track every certificate from one point of contact.
When does enforcement begin?
Enforcement has started. On 6 October 2026, JBPM Director-General Datuk Seri Nor Hisham Mohammad launched the FSM and FSO enforcement mandate, with a six-month grace period. From 1 April 2027, any building audited by JBPM must have appointed its Fire Safety Manager and Fire Safety Officers to satisfy Fire Certificate renewals and inspections. With only 13 registered providers nationwide and limited seats per intake, we recommend booking early. Source: FSM and FSO mandatory from 1 April 2027: what's confirmed.
How long does certification last?
Current guidance indicates a two-year renewal cycle, and CPD activity is expected to form part of maintaining competency. JBPM has not formally confirmed either the interval or the CPD requirements. We track your renewal dates and tell you as soon as the requirements are published.
Who is Otti Fire Safety Academy?
We are the fire safety division of Otti Sdn Bhd, one of only 13 JBPM-registered FSM and FSO training providers in Malaysia (No. JBPM-PLB-007) and an HRD Corp registered training provider trusted by UTM, the Ministry of Health, Novartis and MITI. Our trainers are JBPM-appointed, with decades of BOMBA fire-ground experience.
