FAQ

Questions building owners ask us.

Is registration open?
Yes. Registration is open now. Our next Fire Safety Officer intake runs 5–8 October 2026, with further intakes on 26–29 October and 16–19 November. Our Fire Safety Manager intake runs 2–6 November 2026, the only FSM cohort scheduled this year.
How long are the FSM and FSO courses?
The Fire Safety Manager course runs 5 days and the Fire Safety Officer course runs 4 days. In both cases the classroom days are held at UTM Kuala Lumpur and the final day is practical training at a Bomba training facility. Durations are set by JBPM and may change if JBPM revises its requirements.
Are the courses online or in person?
In person only. Every course includes practical training at a facility approved by the Fire and Rescue Department Malaysia (JBPM). There is no online option, and any provider offering one is not delivering the certification you need.
Who needs to be certified?
Every designated premises needs a Fire Safety Organisation to hold a Fire Certificate: one certified Fire Safety Manager and three certified Fire Safety Officers. Our Fire Certificate and OKK guide explains which buildings count as designated premises.
What are the eligibility requirements?
Eligibility is set by JBPM and differs between the two roles. In short, FSM applicants need a relevant degree or diploma with experience, a DKM, or senior fire service experience. FSO applicants need at least SPM. Full criteria are on our eligibility page.
Is it HRD Corp claimable?
Yes. Otti is an HRD Corp registered training provider (Reg. No. 201901042027 / 1351357-T). The employer submits the claim; we prepare every document and walk your HR team through submission so it goes through cleanly.
Can one person cover several of our buildings?
No. An FSM or FSO is appointed to a specific premises and is responsible for that premises only. They cannot serve multiple premises at once, so each designated building needs its own one-plus-three. If you manage several buildings, we schedule cohorts across your portfolio and track every certificate from one point of contact.
When does enforcement begin?
JBPM is targeting late 2027, but no final date has been gazetted, so we won't pin one on you. What is settled: every designated building will need a certified fire safety organisation to hold a Fire Certificate, only 13 providers are registered nationwide, and certification takes time to arrange. Booking early is about cohort capacity, not a countdown.
How long does certification last?
Current guidance indicates a two-year renewal cycle, and CPD activity is expected to form part of maintaining competency. JBPM has not formally confirmed either the interval or the CPD requirements. We track your renewal dates and tell you as soon as the requirements are published.
