Registered with JBPM
Otti Sdn Bhd is registered with Jabatan Bomba dan Penyelamat Malaysia to deliver the Fire Safety Manager and Fire Safety Officer certification programmes, under registration number JBPM-PLB-007.
Thirteen companies nationwide hold this registration. Four in Selangor, two in Kuala Lumpur, two in Negeri Sembilan, and one each in Penang, Terengganu, Johor, Sabah and Sarawak. Otti is one of the two in Kuala Lumpur.
If a company is not on JBPM's published list, it is not a registered FSM or FSO training provider, whatever its website says. See our full breakdown of the 13 registered providers.
Our JBPM-appointed trainers
In 2026, three Otti trainers completed JBPM's training-provider and instructor course for the FSM and FSO programmes at Akademi Bomba dan Penyelamat Malaysia. All three are now JBPM-appointed to deliver the certification syllabus.
Between them they carry more than sixty years of operational service in Malaysia's fire and rescue department, paired with accredited professional teaching qualifications. Operational experience tells you what actually happens on a fire ground. Teaching qualifications are what make it stick.

How to verify any FSM or FSO training provider
Check the registered company name, not the trading name. Training providers often market under a brand that differs from the Sdn Bhd on JBPM's list. Otti Fire Safety Academy operates under Otti Sdn Bhd (Reg. No. 201901042027 / 1351357-T). Ask any provider which registered entity on the list they operate under.
Ask who is teaching, and whether they are JBPM-appointed. Provider registration and trainer appointment are two separate things. A registered provider without appointed trainers cannot deliver the syllabus.
Ask where the practical training runs. Theory fits in a hotel function room. Practical training does not. Ask whether participants wear real PPE and breathing apparatus, and where the session takes place.
Confirm HRD Corp registration separately. It determines whether your levy covers the course. Ask who prepares and submits the claim.
