Who can become a Fire Safety Manager or Fire Safety Officer?

Eligibility is set by JBPM under the Director General Standing Order No. 5 Year 2025, and it differs between the two roles. Here are the full criteria in plain terms, so you can check whether you or your team qualify without contacting anyone first.

Fire Safety Manager (FSM) eligibility

Any person intending to apply for FSM certification must satisfy the Director General and comply with the following. Applicants must be a Malaysian citizen, and hold at least one of these qualifications:

  • At least a Bachelor's Degree in Fire Safety.
  • A Bachelor's Degree in Engineering, or any other field recognised by the Director General.
  • A Diploma in Fire Safety, Engineering, or equivalent qualification, with not less than five (5) years of relevant working experience.
  • A Malaysian Skills Diploma (DKM), equivalent certification, or any other qualification recognised by the Director General.
  • A former Senior Fire Officer with not less than seven (7) years of experience.

Competency requirements

  • Attend the FSM Competency Course and successfully pass the FSM Level I Examination as prescribed by the Director General.
  • For special hazard premises such as oil & gas refineries, chemical plants, hazardous process facilities, special structures, or any other premises determined by the Director General, candidates must also attend and pass the FSM Level II Examination.

Fire Safety Officer (FSO) eligibility

Any person intending to apply for FSO certification must satisfy the Director General and comply with the following. Applicants must be a Malaysian citizen, and hold at least one of these qualifications:

  • A Sijil Pelajaran Malaysia (SPM) qualification with a pass, or an equivalent certification recognised by the Director General.
  • A former Fire Officer.

Competency requirement

  • Attend the competency course and pass the FSO competency examination as determined by the Director General.
