Fire safety in Malaysian buildings is governed by the Fire Services Act 1988 (Act 341). The framework sets out which premises are designated, the requirement to hold a Fire Certificate, and the obligation to keep fire safety provisions in working order. Amendments introduced in 2021 tightened these obligations and reinforced the role of competent, certified people inside each building, the direction of travel that makes FSM and FSO certification a standing requirement rather than a one-off.

The bigger change behind all of this is a move toward self-regulation: rather than relying on external inspection alone, the responsibility for keeping a building safe sits inside the building, on the Fire Safety Manager's shoulders. That is why competent people matter more than a certificate on the wall, the FSM is accountable for the OKK, for the officers under them, and for the decisions that keep a Fire Certificate valid day to day.
