The 13 JBPM-Registered FSM & FSO Training Providers in Malaysia

Your building needs one Fire Safety Manager and three Fire Safety Officers. Search for a course and you will find companies across the country describing themselves as approved, certified or aligned with JBPM standards.

Only 13 companies are registered with Jabatan Bomba dan Penyelamat Malaysia to deliver FSM and FSO training. Below is the full list, as published by JBPM, along with what registration does and does not tell you about a provider.

The full list, by state

Four in Selangor, two in Kuala Lumpur, two in Negeri Sembilan, and one each in Penang, Terengganu, Johor, Sabah and Sarawak. If a company is not on this list, it is not a registered FSM or FSO training provider, whatever its website says. Several firms marketing fire safety courses subcontract or refer enquiries to one of the 13.

Does the list tell you who is best?

No. JBPM registers providers against a standard, it does not rank them. All 13 meet the requirement, so your choice comes down to trainers, facilities, service and cost.

What FSM and FSO certification covers

The Fire Services Act 1988 (Act 341), amended in 2021, requires designated premises to form a Fire Safety Organisation (OKK). Each premises appoints one certified Fire Safety Manager and three certified Fire Safety Officers.

The scale is substantial. Kuala Lumpur alone has 1,064 designated premises, which the city fire department translates into a target of more than 4,000 appointed FSMs and FSOs. Selangor and Johor each carry a heavier load again. Nationwide the requirement runs into the tens of thousands of certified people, against 13 providers.

JBPM has set the course lengths. Fire Safety Officers take a four-day course. Fire Safety Managers take five days, with the additional time covering technical inspection and evacuation planning.

Why the role now carries weight

JBPM Director-General Datuk Seri Nor Hisham Mohammad has set out a shift to self-regulation. Accredited fire safety personnel will carry out the internal inspection and prepare the technical report supporting a Fire Certificate renewal, replacing an annual physical inspection by the department. JBPM will audit selectively, roughly every two to three years, and can revoke accreditation and impose fines where reports do not stand up.

That moves real accountability onto your FSM. Training quality stops being a procurement detail.

What JBPM has not confirmed yet

Two things remain open, and any provider stating them as settled fact is guessing:

• The full enforcement date. Announcements have pointed at 2026 and 2027. JBPM has not published a final date.
• Certificate validity. Current guidance indicates a two-year cycle, pending formal confirmation.

Plan on the basis that certification takes time to arrange and that renewal will come round. Do not let a provider use an unconfirmed deadline to rush your purchase order.

Five questions to ask before you book

1. Where does the practical training happen?

Theory fits in a hotel function room. The practical does not. Ask where the hands-on session runs, whether participants wear real PPE and breathing apparatus, and whether the trainers have fought actual fires. A five-day FSM course delivered entirely in a classroom defeats the purpose of the certification.

2. Who is teaching, and can they teach?

Ex-BOMBA operational experience matters. So does the ability to hold a room for five days and make the content stick. Ask about both. Ask whether trainers hold accredited train-the-trainer qualifications alongside their fire credentials.

3. Is it HRD Corp claimable, and who does the paperwork?

Registered providers make the course claimable against your levy. The follow-up question matters more: does the provider prepare and submit the claim, or does that land on your HR executive?

4. What is the total cost per participant?

Ask what sits outside the quote. Accommodation, meals, assessment, re-sit fees, certificate issuance and JBPM record submission all get excluded somewhere. Get an all-in figure per person for one FSM and three FSOs, since that is what your building actually needs.

5. What happens after the certificate?

Certification expires. Ask whether the provider keeps your training records, tracks expiry dates and reminds you before your people lapse. For anyone managing more than one building, that is worth more than a discount on the course fee.

Matching a provider to your situation

Single building, JMB or MC. You need scheduled public course dates you can plan around, and all four people certified in the same window.

Developer or multi-site owner. You need cohort scheduling across buildings, one point of contact, and a tracker showing who is certified and when each certificate expires.

Factory, hospital or oil and gas site. Ask how the trainer handles your specific hazards. A generic syllabus delivered to a chemical plant leaves gaps an auditor will find.

Sabah and Sarawak. One registered provider sits in each state. Weigh local delivery against flying your team to a Peninsular cohort.

Before you sign anything

Thirteen providers will certify a market of tens of thousands. Cohorts will fill, and the providers who publish their dates first will fill first.

Shortlist two or three, ask all of them the five questions above, and compare the answers side by side. The ones that reply within a day tell you something useful about how they will handle your compliance for the next two years.
